This penguin would like to give you a dandelion, because it thinks you're a very nice human being.
This is obviously a sign that the penguin thinks you're pretty amazing, because dandelions are very rare in the Antarctic — as is most other vegetation.
Maybe some algae. Lichen. But zero dandelions.
